In 1914, the Naval Board of the Federal Department of Defence approved the construction of a limited number of residences at the island for essential dockyard staff.
These buildings included what is now known as the Garden Riverview Apartment as well as an adjoining dwelling. Completed in 1916, they are semi-detached single-storey cottages built in the Federation Arts and Crafts Style. The Medical Officer’s Assistant lived in one, while the other housed the Sergeant of Police. Relevantly, the dockyard employed its own police force, which operated like a modern-day security service. Many of the apartment's original features are still intact.
